[WOTC] Enable Reinforcements for any Mission

- Added patch to transfer all reinforcements to the next mission (by default enabled for chosen assault mission)

- Moved config from kismet to x2dlc, as the game sometimes fail to read it
- Custom reinforcements now disables avenger defense reinforcements, so you can make avenger defense use the custom squad select system via config
- Updates game state list of UMS_MissionCore again so the units reinforced gets properly tracked in chosen stronghold mission.
- In addition to evac, reinforcements is now also stopped when primary objectives are completed

- Squad counter no longer counts invisible (not just concealed), unselectable, templar ghosts and non soldier units.

- Reinforcements now stop when XCOM throws down an evac flare (even if it is triggered by mission). Missions that start with an evac flare will still allow reinforcements until it changes position.
- Kismet file is now independant of other map's kismet, so it should fix the behaviour of missions that don't track XCOM squad and initiatives (golden path missions)
- Fixed UseRandomOrder and StartRNFBeforeConcealmentReveal config not getting read properly (its config section is also changed)

- Fixed a bug where soldiers in the second squad is not picked for reinforcements sometimes

- Fixed Bradford playing the wrong VO
