Fixed option for buying all 3 monarch points at once (no longer visible if you cannot afford it)
All decissions is now vissible even when you cannot afford them or otherwise select them (where before you could only see them if you could select them)

Added 3 building which now add developemtn
Removed variable price for Monarch points and development.
Made unrest time 10x longer.

Removed the option to buy all 3 monarch points at once if you cannot afford it (it is still there as it was before if you can afford it)

Increased the monarch points value with 5 times, so its now take 6 month income to get 50 monarch points,, this is equal to the event called "Good harvest"
Where you can choose to get 6 month income or 50 administrative power.

This was done for two reasoning,, one to make that event still a viable choice of either gold or power, and to reduce the number of times required to buy monarh point in or to get enough to do anything.
