-Added new "Demand Demilitarization of A State" button which does exactly as it says, along with this the targeted country, if they accept get a decision to peacefully remilitarize the state without having to go to war.

-Being at war now affects the odds of the ai wanting to accept your demands

-Made the ai a bit more willing to hand over a state
