IGA 2021 STEALTH UPDATE

UNIQUE ABILITY: Kishomon
-No longer provides invisibility
-Units may no longer move after attacking
+Units near a city with an Iga spy ignore ZoC
+Ranged Units gain double movement in forest/jungle

-Nerfed first selection SFX
-No more double movement in forest/jungle (now provided by UA)

UA Change and bugfix
-UA has been changed so that terrain stealth only applies to ranged units. This was a hard decision but a required one! The usual submarine stealth interfered with melee units' ability to capture cities, meaning that Iga was only able to capture cities with units that had NEVER entered rough terrain. Submarine stealth is extremely tricky and mostly hardcoded into the game data, and is impossible to mess around with outside of altering the DLL.
