Fixed the "Compose a book" decision from scaling.

-Updated a small thing in jd_decisions.txt that was missing.

-Fixed it so promoting commanders actually takes the bloodline into account.
-Matriarchal religions should now get Priestesses and Stewardesses.

Big thanks to Amlet for pointing out that a bunch of Holy Fury related stuff was missing in the mod files, I honestly just thought the "Get better commanders" Bloodline just did very little and sucked.
