Renamed the mod in About.xml from "Advanced Shield Belts B19" to "Advanced Shield Belts".

Merged changes from B19, most importantly the balance patch from that version.

Removed the Uranium cost patch, since normal shield belts no longer cost Uranium. This means the mod is no longer necessarily balanced. I have no plans to rebalance it at this time.

Changed the Ranged Shield Belt's max energy to 1.0 (versus the previous 0.99).
