added 2 custom events that can be executed by an admin using the "ke * <event>" command in console:

PRN_SetDurMinMax <min> <max> : sets the min. & max. durability of dropped equipment (ranges from 0.0 to 1.0)
PRN_SetDropChance <chance> : sets the chance for an item to drop (ranges from 0.0 to 1.0)

* fixed a bug where armor equipment wouldn't drop (after Update 2.4 went live)

* fixed a case where where dropped weapons showed lower durability than they had
* some non human NPCs drop their weapons (unless tagged as "DevOnlyItem").
* "DevOnlyItems" no longer drop (hopefully including all placeholder items)
