Fixed oversight which allowed all civs to build the Ice Kingdom's trait building.

Expanded trait.
Farms can be built in snow and tundra.
Trading Posts can be built in Snow.
Snow and Ice have the same yields as Grass and Ocean respectively.
Combat units can move through ice like submarines.

Relationship penalty decreased to -50% from -66%
