adjusted some growth needed to build secondary buildings. Its stiill more req than in vanila

This mod has been developed in 2017 for few months. I have decided to take a break from the game and modding; deleted the mod from steam because it wasnt finished. Because of that I have lost all patch notes. If you have any questions about changes I can find answers for you np. Due to the size of this mod I am unable to provide all the details at glance.
