Fixed a bug (alas) that prevented people from building Ballistae.
This hotfix broke me, psytchologically - but it had to be done.

Defective animation found thanks to castet. Apparently the problem may not have been apparent because of how rarely barbarian factions were used.

On to horses now, I suppose.
