Fixed all reported bugs in modifiers, edited pakal's ability due to arbitrary limitations imposed by firaxis.

i realized i uploaded a dev version with stuff buffed so i could test oops

Quick fix to two major bugs. Science from faith and faith purchase now working as intended.

kinda forgot to check the config files for bugs oops

Updated for Rise and Fall and Gathering Storm.

Also nerfed Yaxchin because due to a coding error he used to be able to finish wonders and that was honestly just too overpowered.

Was hella fun though.
