Added an outline that can be used to guide tile placement. Mostly a test to see if it works in general, it may wind up going away if it winds up not really being used or particularly.

-Added Pregenerated Galaxy Templates to the Variant Bag. Place the tile (it's big so it might take a moment to load) then place the corrisponding tiles in their correct spot, then delete the template.
