--Changed the "Machinations of Creation" and "Visions of Creation" to have less of an impact on cost for terraforming and megastructures (33% to 25% reduction), but increased the speed bonus from 33% to 50%.

--Planetary Engineering Corps now has a similarly altered benefit. Building cost reduction has gone from 33% to 25%. Build speed has increased from 33% to 50%.

--Stellar Engineering Corps has inherited the ship upkeep reduction of 15%, but no longer offers as heavy a bonus on ship cost and ship build time reductions. Lowered to 10% for cost reduction, and 15% for ship build time.

--Advanced Ship Engineering has lost its 15% ship upkeep reduction, which has moved to Stellar Engineering Corps.
