Updated for Patch 1.5

All official Vampire Coast factions as well as Kemmler and Lokhir begin with higher tier capitals in both ME & Vortex campaigns. Additionally, Middenheim has been included on the list as a lore nod - while its population is really low, the lore tidbits on the massive fortifications has earned it a passing grade!

Updated for patch 1.4 (the Queen & the Crone). The city of Itza is now included as a lore nod. The mod now uses scripting instead of startpos editing to upgrade the capitals.
