Fix bug where Plots and Biome info was not displayed unless you construct a ShadowChamber.
Now Plots and Biome should appear even without ShadowChamber.

Update:
-Added backgrounds to text
-Added Plot and Biome display in the TopRight
-Conditionned Biome Displaying by its existence

For Information:
Plots = Mission Location Type
Biome = Vegetation Assets Modifier, can be Tundra / Temperate / Desert

ToDo's:
-Change Text Color
-Modify Panels

Added bAnimateOnInit=False to UIText thanks to Robojumper suggestion.
This makes it so the text is displayed directly instead of waiting fade in animation to kick in, and displaying the text an eternity after having entered the Squad Select Screen ^^

Added SitrepDisplayOffset (configurable in XcomWOTC_UIShowEnemies.ini) in order to offset enemies list when mission gets a sitrep.
This is made to avoid enemies list overlapping sitrep display.
