Extra rat ogre in tier 4 and tier 5 skaven settlements

Added garrisons for Tier 4 settlements if using Mazz' tier 4 settlements mod.

These garrisons are similar to tier 3 but with further quality upgrades, including some tier 4 unit upgrades.
