Massive bugfix for way too many perks.
Added LW2 secondary compatibility.
Changed Operative leveling.
Added 20+ new perks.
Balance changes.

Added LW2 secondaries support (quick check shows that they're functional)
Aptitude:Pistol updated to Aptitude:Sidearms and applies for Arcthrowers and Sawn-offs as well
Aptitude:Sword updated to Aptitude:Blade and applies to combat knives as well
No aptitude for holotargeters.

Sawn-Offs come with Point Blank and get Both Barrels at magnetic+ tier.
Arc Throwers come with stun and get EMPulser at magnetic, electroshock at beam. No Chain Lightning, as that's... pretty strong...
Combat Knife gets Combatives at Magnetic+
Holotargeter gets Holotarget by default, Rapid Targeting at magnetic, and HDHolo/Independent Tracking at beam. No multitargeting either.

Honestly, the holotargeter overlaps a little too much with a lot of what I have planned for the GREMLIN (and to a lesser extent, so does the arc thrower) so that might just be that.

Fixed the weapon stats not applying properly! (thanks @Charmed)

The UI lies and doesn't actually update weapon stats. Updated Hail of Bullets to require both actions.
