Modify AI weighting so it diverifies and doesn't do silly things with megastructures.

Namely:

  • Dyson Spheres, Science Nexuses, and Sentry Arrays have a reduced chance to be built in systems with existing megastructures.
  • Ringworlds won't be built in systems with existing megastructures.
  • AI will only ever build one Sentry Array.
  • Dyson Spheres and Ringworlds have a reduced chance to be built in systems with habitable worlds
  • Dyson Spheres and Ringworlds won't be built in systems with inhabited worlds.

Restriction on number of concurrent megastructure builds at a time has been removed. One can build as many megastructures at a time as long as resource requirements are met.
