Fixed bug where one could accidentally reprocess all your citzenship on your ringworld into spare parts to recreate a ringworld in the same system. Why anyone would *want* to do this, I don't know. But now you can't.

Ringworlds can also be started from anywhere in the system, not just the star; they will have the same end effect though.

Also allowed Dyson Spheres in systems with habitable planets.

The above two allow systems with both Dyson Spheres and ringworlds, in either order.

Science Nexuses and Habitats can be built on minor planetary bodies. They cannot be built around existing planets, and should also not be able to be built on top of one another.
