After getting feedback that some timers were not working right in new games I decided to remove all time cost discounts I applied in the mod. A Better Start has never had the overrides on the StrategyTuning.ini until the WOTC upgrade. This files sets all the resource costs for research, build, and development and it sets how long it takes to research, build or develop. Prior versions of the mod only messed with the overall scalars and not the time costs themselves.

Also adjusted the min and max time windows for when the BlackMarket shows up as I suspected this might be conflicting with mission scanning in the world map.... I think the BlackMarket was showing up earlier than the WOTC game was designed for and it got in the way of other early game events.
