Includes checks to make sure:

Rulers don't proc in the middle of an ability they're not supposed to

Make sure the unit getting damaged is the ruler

Rulers will no longer proc action points from reaction shots.

Fixed issue where the rulers would react to concealed soldiers attacking them (if they still retained concealment afterwards), and to free action attacks like Lightning Hands or the axe throw.
