Added localization framework.
Added a notication for when LR is availible but there is no warde.
Added ulx and moderator support.
Added cariable for player models, weapons, custom spawns.
Renamed weapon_lr to weapon_tool.
Rewrote LR TOOL code.
Started work on custom player spawns.
