- Righteous Rule Government perk removes (felt like an authoritarian one) and replaced with "The Beautiful Beurocracy. This once reduces bureaucrat consumer good upkeep by -50% and make the produce 1 Energy Credit for each picked Government Perk.
- Added new Government perks for gestalt consciousness empires. These are called "Control Perks" and have more thematic descriptions.
- Fix a bug where a gestalt consciousness could assign a world as a forge world repeatedly.
