I am using Anemia's balance mutator to alter the crossbow's damage values in order to narrow down how much damage must be dealt in 1 blow to stun a scrake.  The mutator can be found here:

For the first test, I lower the head shot multiplier to 2 and reduce the base damage  to 278.  As a level 6 sharpshooter, I do

278 * 2 * 2.4 * 0.5 = 667 damage
*Scrakes have 50% resistance to xbow on Suicidal and HoE

The scrake is stunned with a head shot.

In the 2nd case, I lower the base damage to 277 so I only deal:
277 * 2 * 2.4 * 0.5 = 664 damage

The scrake just shrugs off the bolt in this case.  So if you want to stun a scrake, your attack must dish out 667 damage in one blow.

Note that shotguns will not stun scrakes because the shells are comprised of multiple pellets, each one doing nowhere near the 667 threshold to stun.  The same applies for M32 and M79 grenades to the head as their total damage is a sum from 2 sources.  Oddly enough, a single pipe bomb will not stun scrakes even though they deal out 1500 damage.

Scrakes can be stunned multiple times on Suicidal and HoE.  The patch notes are poorly worded and what it meant was that the scrake can only have his attack interrupted once, which should be referred to as flinching.  You can see flinching in action when you are hitting the scrake with a katana and he's right up in your face but not attacking.  When a scrake is stunned, he stops moving, looks around, or holds his head down.

Attacks that are powerful enough to stun scrakes are:
*Axe alt fire head shot from a level 5+ zerker
*Axe alt fire head shot from the back for any perk
*Axe primary back stab from a level 5+ zerker
*Chainsaw alt fire backstab from a level 2+ zerker
*Katana alt fire backstab from a level 4+ zerker
*Lar head shot from level 6 sharpshooter
*Xbow head shot from level 1+ sharpshooter on Suicidal and HoE
*Xbow head from any perk on Hard and below
*LAW rocket from any perk
