After you have received Ida's Pyramid from Ida and retrieved Halcyon's Lamp, first use Ida's Pyramid to search for wish, then use Halcyon's Lamp to change it to 999. This will give you 999 wishes, which should be more than enough. Once you are in the room with the treasure chest, the same one where you get the second sword (on the right side, analogous to the boomerang on the left side, but without a port), use Ida's Pyramid to search for ena. This is the same variable that the ENABLE_DEBUG_BUTTONS artifact changes. Use Halcyon's Lamp to change this to true. Now, hold down the T Key. When the mouse cursor appears, left-click inside the treasure chest's cell. This will teleport you inside the cell, where you can open the chest. The chest contains an artifact for changing the root directory of the Library of Babble. To leave the cell, hold down the T Key, and when the mouse cursor appears, left-click outside of the cell to teleport to where you clicked. If you want to turn the debug buttons off, use Halcyon's Lamp to change the value of ena to false.
