Simply set "-culture=EN" as launch option.

Right click on Lawbreakers in Steam -> Properties -> Set Launch Options ...

and type in -culture=EN

Easy.

This guide was pretty helpful in Open Beta, when localization was not finished and butchered everything into lines of code

You can switch languages ingame these days, they added an option in Patch 2.0
