Based on Letchworth Park in NY state, then heavily modified to work with game and add more stuff.

4 rail connections, ship connection at river mouth 3 road connections (and air of course), all resources available.

80% buildable, but with lots of bouncy terrain

This will work fine with 9 or 25 tiles, but it's made to take advantage of 81 tiles if you choose to use it. It also is fully vanilla, with no asset/dlc requirements.
