@zayd.newaz. Level 5 and yes it is rare. I mostly got insane when waiting for my buildings to plop up, just to make screenshots for here. Put the Game on speed 3 and wait an hour if you have free 4x4 slots. It will spawn.

@Latex224, I do not work with mod depedencies. But you can sure create a Rico Version by your self, easy as far as I know. You are also allowed to change my asset and reupload it. It's all open and donated.
