Sorry, late comment, but I figured it out. I had unlocked all and placed a bunch of services so those ate up the demand for industry. I eventually got demand. My bad!

@Cincyfan04 Maps have no influence on RCI demand (unless it has no external connection, which is not the case). Anything else is causing it. I'm playing with this map, 12k pop, demand seems fine.

Just started playing, got up to about 5,000 people and I've had no demand for industry. Is that by design or something I've done?
