The Fix
Now from my understanding newer operating systems require a dll file that is not present it the games files, because this game was made in 2007 and hasnt been support since like 2008

Step 1: Have the game installed (obviously)
Step 2: have access to the games files in the steamapps common folder (which the most unversial way to get there is to right click the game and hit "Properties" then click the "Local Files" then "Browse Local Files")
Step 3: Download the "dinput8.dll-4.8.0.400-32bit_37" file. there are a few places to find this but ill just put a dropbox link here: https://www.dropbox.com/s/fbkvp5xn26e0n7i/dinput8.dll-4.8.0.400-32bit_37.zip?dl=1
Step 4: Once that is downloaded take the dll file inside the zip and put it into the bin folder of the game

You should be good to go. feel free to ask any questions, i also might do some guides for ingame soon

So actual steps (if you are on win 10 64)
1) Do all as Apparoid wrote
If you manage to run game with no problems then you are done here. If not (game runs, but black screen) continue below.
2) Navigate to game exe and set win xp sp2 compatibility
3) Launch game and set desired resolution - apply.
4) Shut down game and go to game exe and uncheck xp compatibility
5) Voila - game runs w/o problems

Additional notes:
If Vsync doesent work you have to force it in your driver app (Nvidia or ATI)
Leaving game in xp compatibility mode, made me problems with gamepad (i mean i still have problems with it, but at least i can use it)

This one actualy works, but with one small addition.
In my case game ran after doing your tutorial, but screen was black.
Then ive put it in Win XP sp2 compatibility and then it worked.
After running it ive changed resolution ingame to 1080p. then in app compatibility turned off xp and it works like a charm.
