If you're running a server or locally hosting, by default you cannot get more people into your game than is officially supported. See "Allow More Than 4 or 8 Players in a Game" if you're trying to run a game that can allow more people to connect.
The Deets
If you're just trying to join a game that supports more slots (e.g., 10 for campaign, 20 for versus), any of the following 4 methods should help you get in.

Method 1. Steam Group
If the server you're trying to join has a Steam group attached to it, join its group if possible. It'll show up in the games main screen (lower right) under "Steam Group Servers". If you know the name of the group, find it and join, that's it :)

Method 2: View Game Info
This method requires you have a friend already on the server. Find your friend and click that tiny arrow next to their name/avatar and "View Game Info". You'll get a dialog box and at the bottom you should see a "Join Game" button. That'll get you in. If you don't see it, see method 3.

Method 3: Connect Directly
If you have the IP address and port (or you can copy this from Method 2), you'll have to then bring up your developers console (in game).

Press ` (backtick) and if you don't get a console do this
  • Main Screen > Options > Keyboard/Mouse > Allow Developer Console > Enabled.

Press ` (backtick) and if you do get a console do this
  • connect IPADDRESS:PORT

The IPADDRESS:PORT should be typed or better, pasted in. Do not literally type IPADDRESS:PORT - doing so will upgrade you to Windows 10.

Method 4: Who Cares?
If you have no particular server you'd like to join, no friends on one, no groups but would like to try joining servers with greater number of players, make sure your developer console is enabled (see Method 3). With your developer console enabled do this
  • openserverbrowser

Click on the "Custom" tab (top left) and then the "Refresh All" button (bottom right). The list will quickly fill up and you can then sort servers by clicking on the "Players" column.
