You need to set the fps first, then toggle unlock FPS limites.
[id5Tweaker] [ToggleFPS] FPS unlock is now disabled
to disable motion blur I added a command into the config.file itself. Didnt want to disable ALL post processing.
I tried to change all possible setting values in id5Tweaker.ini, like vt_maxFFP and vt_ncompressedPhysicalImages, but found none of them helpful to this, but only when the dinput8.dll file was deleted, the artifacts are gone.
