To load this map in single player, subscribe and type "map workshop/848350252" in the console, without quotes.

Was gonna request that you lower the water levels enough for bots to leave the spawn area.

I remember that there was someone who made a flooded 2fort, but it was King of the Hill instead of Capture the Flag. However, I don't think there is a download anywhere and you'd have to get lucky in finding a server running the map. :(

I think one minor detail this map needs is water in the sky box... or the water to be lowered to a point where you can't see the seam between the map and the sky box.
