It's all about prestige.
It's all about prestige in this game,because prestige can help you change the outcome of a vote.
In the end,it's really simple,just accumulate 610 prestige(61 seats,10 prestige for each seat) and you can overrule a 0 yes 61 no vote.

After you have prestige needed,you can just crank up the taxes to the maxium and let the council vote on new taxation.You are not really interested in the democratic process,as it's not important anyway.

And there it is,now you have max taxation,a lot of income,and not all that much districts.

P.S: I also recommend upgrading the district density asap as that greatly increases your income.

Pour obtenir un revenu très élevé, il faut augmenter les impôts au maximum.
Pour cela, il faut :
1) Accumuler 610 prestige pour pouvoir contourner le vote du conseil municipal (61 sièges, 10 de prestige par siège).
2) Proposer une hausse des impôts à leur maximum au conseil.
3) Ignorer le processus démocratique puisqu'il n'est pas important puis, après le vote, cliquez sur le bouton à droite pour forcer la décision avec votre prestige.

Vous pouvez aussi accumuler moins de 610 prestige, car 610 prestige équivaut à tout les sièges du conseil.

I personnaly have a big tax rate (~35%) and with that I can easily put a shitton of buildings, infrastructures and pay the max amount for the services.

The game is pretty easy for now to be honest.

@MihaTheSlayer The growth is stimulated mostly by education. As a result, if you built plenty of educational services (which I did despite my leseferism, as I needed them to research), you should have positive growth even with low hapiness on other wheel of life stuff.

@adriankowaty being low on happines sucks a lot because the wheel of life values determine social class growth and stuff.Your method does sound funn so I may give it a go!

Apparently, I've noticed that maintaing low taxes and focusing on business sector instead of services basically works if do properly.
I'm running the town on 25% industry and everything else below 10% taxes.
Before introducing edicts it was 30% for industry and 10% for everybody else.
I was capable on maintaining the town (I focused on building up districts, road capacity and their denserity), only from time to time had to increase tax rate for industry by 1% if needed.
Basically it works, but before edicts and V era you've rather low hapiness as a price.

@MihaTheSlayer usually its low oder middle/working class, cause that's where the votes come from ^^ only loses me sth like 10k, so it's never a problem actually xD

@EpicHeadshot that's true,but after crancking the taxes up to 90%,you may notice the city coucnil going all like "hurr durr economy is great,-2% or -4% taxes for certain social class"

That's why I like just getting my taxes this way.Like this they don't push the tax reform and they can stay around 35%-55%.

@MihaTheSlayer It really depends on playstyle then. Though I am also not a fan of constant debt, going into a debt of max 10M wasn't too bad an option for me when recovering within 1-2 years.

@EpicHeadshot but why go into debt when you can secure your long term safe income?That is waht I could have done too,but I want secure income and no debt even if I know that im gonna recover.

much easier: Build expensive stuff, get into debts short time (but know you'd recover anyhow) and boost taxes. Got to 90% company tax that way.

@[U.S.M.]HunkUmbrella You have access to the option when everyone has already voted. You've got 2 options here : either You quit (accept the decision) or You reject the decision (left button).
