I had three problems regarding how to rotate jigsaw puzzle pieces, including with the tutorial.
Just in case anyone has the same problem, here is how I solved the issue (in three areas of the game).

1) Rotating a jigsaw puzzle piece

I had a problem with Pixel Puzzles Ultimate where I couldn't get past the tutorial.
It was all fine until the part where it says to rotate a puzzle piece by right-clicking.

Right-clicking on the puzzle piece wouldn't work, so the tutorial couldn't be completed - and the game couldn't even be started.

The tutorial just said to right-click the puzzle piece to rotate it, but that didn't work at all.
I tried right-clicking on the piece several times (both on and off the blank puzzle piece spot), but to no avail.

Luckily I accidentally discovered that you need to drag the puzzle piece to the right side of the screen to rotate it. It worked!
Well, duh, it seems so simple now.
If anyone else has the same problem, there's your answer.

2) Rotating a jigsaw puzzle piece

I had a similar problem with completing the puzzle in the tutorial, until I realised what I was meant to do.

In an earlier part of the tutorial a piece could be rotated if it was dragged to the right side of the screen, but that wouldn't work in this case.

Then I realised that you need to drag the puzzle piece from the right side of the screen into the tray at the left side of the screen, where you can right-click to rotate the piece inside the tray, and then drag it onto the main board.

3) Rotating a jigsaw puzzle piece

With the first jigsaw I had a problem whereby the puzzle pieces wouldn't rotate when I right-clicked on them. However, I found another way to do it (in fact, I found two ways to do it).

If your game won't rotate your jigsaw piece when you right-click on it, there are two alternative ways to enable the rotation of a piece:

1) Left-click on the piece, and then hit the space bar.

2) Simultaneously left-click and right-click on the piece.

If your pieces haven't been rotating in-game, then that should solve your problem.
