The AIs
Note: Since most of my experience comes from a long time ago when I played on easier difficulty settings, this might not appy on hard difficulty settings.
Some terms:
Empire: Large race with 8+ star systems (Largest Galaxy)
Kingdom: middle sized race with 4-7 star systems
City State: 1,2 or 3 star system race.

Note: I always play as Humans so I won't list them here as I have close to no experiance with their AI.
The Empires
Sakkra: Most formidable of all, tend to spam star systems and population.
Silicoids: can grow to be quite powerfull
Psilon: Not very powerfull early game but can dominate with tech late game.
Klackons: Can dominate with huge fleets of large ships.
Kingdoms
Alkari: Tend to be middle sized and decidedly average.
Trilarians: Tend to be middle sized and decidedly average.
Darlock: Tend to be middle sized and they also like to annoy you with spies.
Mrrshans: Don't prioritize reaserch which often make their ships quite weak. Sometimes they conquer something, but not too often.
Bulrathi: similiar to Mrrshans.
Gnolams: Tend to be middle sized and decidedly average.
City States:
Elerians: mostly camp in one star system. Then they threaten someone and get mauled as their ships are low tech.

My observations over races mostly match those of topic starter, except for...
While Silicoids are strong overall, Sakkra and Klackon often suffer from lack of zortium and can become a quick meal despite having great number of ships and underground troops.

Psilon are weak early, and their late game ships suck anyway (as well as all other AI fleets), so they are not a big problem, but Psilon spies and ground troops are really nasty.

Bulrathi and Meklar almost always suck in mid and late game, and same is true for Darlock and Elerians.
Gnolams and Humans (strong economy races) along with Trilarians sometimes grow well and stay strong quite long, as well as Mrrshan (fast conquest based on nearly invincible ships may compensate overall mediocrity).

I only play @Mazurek father style:
"My father always played on the Impossible difficulty. Always 8 races, Pre-Warp, and Huge galaxy. Sakkra and Silicoid will always dominate the galaxy alongside the Klackon, and if contact was made before even the Antarans started coming out the game was already over."

Most of the time it works exactly like that. If I start too close to somebody aggressive, well, I'm cooked.

Unfortunately, I found that the mid and late game AI is quite weak. Should I survive early encounters managing a strong race (or get to a decent computer and plasma cannons with a suck one), the galaxy is doomed.
I don't play often, but over last 5 or 6 years I achieved a goal of dominating Steam version with every unmodified race (impossible/huge/pre-warp) while not touching neither Antaran home world nor Orion, and Psilon is not even an option - creative trait is grossly overpowered.

My breakdown of races, not regarding how tough they are to face (the above list is pretty good) but how aggressive/annoying they usually are.
The "Good" Races: Alkari, Trilarians, Gnolams, Psilons. They will rarely initiate warfare, but there's this grey area between rarely and never.
The "Bad" Races: Sakkra, Silicoid, Klackon, Meklar, Mrrshan, Bulrathi. These ones will prefer to first fight, then talk. Silicoids not even that.
The Annoying Races: Elerians, Darloks, Humans. The first two will steal all your tech or steal other's tech and frame you for doing so.. Humans will (in typical Human fashion) first make trade agreements with you and then randomly break them and attack you. My absolute worst race, I think I've only played Humans a couple of times, and I've literally played hundreds of games of MOO2.

My preferred race is Custom Elerian with Large, Poor Home-world and Creative, but then losing ground combat, spying and ship bonuses (you will work it out). I sit quietly building up tech and my 1 or 2 early systems (best to stay on your home-world for the start).

Lovely! I've been playing Moo2 on and off since 1995.
I have broken the game (literally) clocked gold, and my favourite strategy is Android Takeover where you play on Impossible and aren't allowed to have any race go extinct.

To win in Android Takeover:
You must replace ALL population with androids by loading colonists into freighters and sending them into the sun.
You are not allowed to destroy the Antarens, nor are you allowed to extirpate any other race.
You must collect at least one of every species for the Android Petting Zoo, whether this is a controlled planet or not does not matter.
You may not end the game.

I play a custom race with Psilons so I don't have to go against them. Then I play the long game on Impossible. Doesn't always work - need a good corner start with a few decent planets. Subterranean is a great combo with Creative and Population Growth bonus. Generally, try to stay hidden while increasing population and tech. Basically, as a Psilon variant, the late game is where this style rocks. If you get attacked early on, start a new game. At least you didn't spend hours only to lose to the Psilons in the end.

How to react to Races in MOO2

The Humans, Trilarians, Meklar, Alkari, Mrrshan, Bulrathi, or the Gnolam: Open trade and then conquer them later.

Elarians: Don't donate to their Only Fans. That's how they get you.

Darlock: Exterminate immediately or they will steal everything you own.

Klakon: Zerg Rush them or they will fleet spam you to death. Turn their homeworld into a farm.

Sakkra: Prepare for a war of attrition. They spam pops but their fleets suck.

Psilon: Oh shit, oh fuck. You may want to restart if you don't get them conquered early. Turn their homeworld into a research post.

Antarans: Think Sid Meier's Pirates. Board their ships and steal their stuff.
