1. Play mission 4
2.Deploy at the only place you can deploy by chopper.
3. When you get out of the chopper walk 2-4 metres until you hear a barking noise.
4.Go towards it and it will be DDog
5.Extract DDog
6.???
7.Profit

How to raise him

Return to mother base after every mission and he will be there to greet you.
By mission 10 there should be a cutscene where he jumps on your chopper and he will become available as your buddy.

you can find him in any mission (i think) right between outpost 23, 24 and spugmay keep, you should be able to hear it bark, and kaz has a voice line for finding it
