@Codbajun kinda of true. the designers of the game, mainly the writers, hoped that some of the civilians in city 17 spoke different languages because the Universal Union wanted to cause confusion among the citizens by pplacing them with those who cant understand the other.

they didnt have the time so they just made it canon that since America was filled with Xen wildlife, making it uninhabitable, they just displaced American citizens somewhere in europe/asia. i may be wrong, like i always am, so feel free to correct me.
