Not too clear on your question, can youi expand on it please?
5 buildings each PC can have. If you intend to build cannons you'll need a Workshop. Also, if you want to build ships you'll need at least level1 shipyards. So you'll only be left 3x slots.
You can upgrade each building two more levels which will increase output. If you build in a Town were the owner has increased production levels you'll get a boost from that. If you own an outpost look into your Town Management window.
