Introduction/Disclaimer
This guide is for unlocking the Maximally Wily (and related) achievement(s) in 1931: Scheherazade at the Library of Pergamum. As the non-trivial part of this achievement is getting 100 Wits points, the guide is mostly a reference to the places where these points can be found. While the guide has been tested to work, 1931 can be a buggy game at times, and your mileage may vary. This guide is not intended to be a comprehensive listing of available Wits points, so you may find points that aren't referenced here. If you do, feel free to drop me a line and I'll give you credit for your discovery.
General Hints
  • Before attempting this achievement, you should have a good understanding of the game, including a good feel for time management, general knowledge of the Capers and cutscenes that occur in each area, and a grasp of how to clear these in a way that gets you the points you need without getting stuck too often on Obstacles. This guide is not intended for beginners; people new to 1931 should give the game a few playthroughs and at least try to get the various Dream achievements first.
  • A Maximally Wily playthrough (as well as playthroughs for any other difficult achievement) should be done in Easy mode. 1931 is hard enough without adding modifiers to Obstacles.
  • While the main part of the guide tells you exactly what Capers contain Wits points, you will still need to go through all of the Capers (and the cutscenes) that the game has to offer unless you have a precise understanding of how Capers unlock. This is because many Capers require you to have completed previous Capers and cutscenes to be available (e.g. most if not all love-interest-based Capers require the previous Capers for that character to have been done). As such, a Maximally Wily playthrough can double as an All Adventures! playthrough, but note that the latter achievement is glitchy and may not unlock for you regardless.
  • You should probably focus on doing the Maximally Wily achievement to the exclusion of other attribute-based achievements in your playthrough. Not only is it difficult to get a lot of points in other attributes while focusing on getting Wits points, but a number of Wits points are mutually exclusive to points in other attributes, meaning that it's likely impossible to get the achievements for more than one attribute at a time. That said, you should probably try to get a moderate amount of Dream of Family points (and don't pursue a romance) in order to give yourself more Inspiration slots.
  • As noted above, the difficult part of this achievement is getting the 100 Wits points. Beyond that, all you have to do is train up all of the Wits skills (easily done once you've gotten a lot of Wits points) and play until you reach the end of the game on June 13, 1931. You don't even need a good ending for the achievement to the best of my knowledge, but you'll probably get one anyway due to the numbers of Relationship points you'll get just for playing through all the Capers.
How to Use the Point Guide
For the sake of brevity, this guide uses a particular format to relate the location of each Wits point. The general case looks like this:

+n Caper #x (Obstacle Requirements)

where n is the number of points you get, Caper is an identifying code word for the Caper (usually the name of the Caper's central character or a keyword in the Caper's title or the name of the Adventure), x is the number of the Obstacle for which the point(s) is/are given, and Obstacle Requirements is what check needs to be successfully done to get the point(s). For example:

+1 Felix #4 (Strength/Patience)

says that you can get a Wits point on the fourth obstacle of Felix's Adventure in that region by successfully passing either a Strength or a Patience check. Some Obstacles must be completed in a specific way to give you a Wits point; those cases look like this:

+1 Park #4 (Courage ONLY)

There are other cases where it's not an Obstacle that gets you a point, but a dialogue option. These cases look like this:

+1 Sterling 5th choice from start (any choice)

which here means that you get a Wits point in Sterling's Adventure in that region by picking any dialogue option when you get to the fifth branchpoint after the start of the Adventure.

There are sometimes paths to get Wits points that are more complicated than simply passing an Obstacle or picking a single dialogue option. These cases look something like this:

+1 Bombay 1st choice between rest and #4 ("do my best" ONLY) then 2nd choice between rest and #4 ("try my best" ONLY) then #4 (Cryptography)

where you have to make two specific dialogue choices in succession then successfully complete a Cryptography check (which may occur at any time after the second dialogue choice). When there are multiple mutually exclusive paths to get Wits points, the "best" path in the opinion of the guide author (usually in terms of lower Stress points or extra points in other attributes) is listed.

Continued:

To unlock the guy's capers, you only need to follow their main adventure, you don't actually have to do any of their capers. So, to unlock Roland's India caper, you need to do the 'Drop in on Roland' etc events, but you DO NOT have to do Roland's Egyptian Adventure or Australian Adventure. This is a common misconception and it makes it significantly easier once you realize this and can skip guy's capers.

While it isn't recommended, it is possible to get the Maximally Wily and Social Butterfly achievements in the same play through. It requires very specific choices and precision, so it isn't recommended unless you are a very experienced player.

All attributes have more than 100 points, so there is a bit of leeway. For example, you can get at least 103 Wits points.

I'll help elaborate on some points since I know a lot of the mechanics of the game:

Capers that require another to be completed before hand:
-The second Serpent Empire Adventure requires the first Serpent Empire Adventure to be beaten before Peru
-The Albino Alligator Adventure requires you to beat The Main Adventure in Peru
-The Great Game Adventure requires you to have seen all of Roland's Main Adventure scenes up to India
-Guy's capers unlock if you are following their Main Adventure line, not if you do their 'Adventure with blank in blank', so you just have to do the 'Drop in on blank', 'Meet up with blank', 'Watch blank cause mayhem', etc, events.
-Do note, a lot of capers must be activated in New York before you can do them in another location, but they don't really have prerequisites per say
