With the right mod:

The second mod is newer and maybe better but i didn't tested it.
For detailed cities you will need a good pc to get smooth movements.
It was hard to get 30 or more FPS(with 300% in Dynamic Resolution).

Some tricks in the video software will help too but i don't know what you want to use.

How did you get the smooth camera movements?
