When will the game release on the Steam Store?

This will release around June / July 2016. If you want a reliable source, read the message on the store page: 'Summer 2017'.

How do i get exclusive access now?

Sign up on http://landfall.se/totally-accurate-battle-simulator/ and wait until 15th November 2016. If you are reading this after, I don't know what to do except wait until Summer 2017.

UPDATE: It's been pushed back to the 25th now according to the devs on reddit

After signing up for pre-alpha in the last chapter, Open Alpha starts on November 15th 2016 and keys will be sent out.

No. They will not let you and they will probaly not give you a key in the end. Unless you want to fail getting a key on the open alpha (potentially).

This is a complete lie. A youtuber wont get asked to review a game like TABS especially with 41 subscribers (by the time im writing this. ) Back to the answer, No. They will only ask and give you one if you have around 1 million subs or quite popular. This is not recommended.
