Minimum Requirements:

Armor: NONE
Weapon: Copper Sword
Item: Naughty Present/ Pumpkin Medalion
Life:100
Mana:0

Reccomended:
============
Armor: Any post-Plantera armor
Weapon: Any post-Moon Lord weapon
Item: Naughty Present/ Pumpkin Medalion
Life:500
Mana:200

Using the reccomended items will cut down on time significantly, however this guide CAN be completed with a brand new character

Initial Setup

Navigate to your terraria directory (C:\Program Files (x86)\Steam\steamapps\common\Terraria) and open the TerrariaServer application

Select a world
Open it in the server and use default settings
Join via IP

The Secret

Go to the console and type the command "dusk", this will set the time to 7:30pm. Now initiate the Pumpkin Moon by using the pumpkin medalion or the Frost Moon with the naughty present. Fight the enemies normally. If wave 15 is not reached by 4:00am, return to the console and type "dusk" again to reset the time to 7:30pm, this will not affect your status in the Moon event. repeat until the achievement is unlocked

And....surprisingly it had never occurred to me that you could actually do this and achievements would still unlock. Finished the Ice Scream achievement by giving myself the extra little bit I needed to make it through in time, thanks!
