Touhou - Eiki's Higan

The UA description is too long... But I feel like if I don't write that much it's misleading.
Yes, I know there's a Touhou Hell civ, in which Eiki is technically part of, but it feels weird if Eiki is not a civ leader.

Cannot gain settlers nor annex cities. May purchase in puppeted cities. Your Denouncement gives the denounced empire Gold penalty. Gain Combat Strength and a boost to Gold, Culture and Happiness based on how many empires follow your Denouncement by denouncing the same enemy, but have not denounced you. After researching Currency, you will always have at least one Shinigami, losing Gold each time one appears (The first is free).
>The cost for the Shinigami is 200 Gold on standard speed

>Can only be created by purchasing during a Golden Age
>Combat Strength equal to the strongest unit you can build
>Ignores terrain costs
>Amphibious
>Grants Gold whenever a unit (including your own) dies within 3 tiles of it, proportional to your current era
