This Scout cosmetic is a reference to the Dead Rising walkthrough by Game Grumps. This is originally the "Novelty Mask" From Dead Rising but while the Game Grumps were playing the game they wore the mask on the character (Aka Frank West). Then they start to mess around some more (Like they always do :P) they start make jokes of the now famous "Whap Goblin" Joke.
