So I was thinking of a TF2 mods idea and it was called "OP Fortress". It is basically a normal gamemode but all weapons including classes' abilities will get modified to get imbalanced and overpowered(Of course) including the older patches.

Feel free to give criticisms on this guide.

All Classes
Speed - Stacks indefinitely and no max movement speed restriction(Example: Multiple Disciplinary Action in one target stacks on top of each other)

Mega-Crits - Applies when the player is affected by mini-crit and critical damage buffs. Extreme damage falloff at a range of 15% to 150% when using damage falloff based or explosive-based weapons. Mega-Crits give 4 times the normal damage

Recovery - Players with 10% of max hp or less after taking damage will start to regenerate after 5s to heal back to 50% hp. Start off at 1hp/s and exponentially increases. Resets on taking damage.

Grenades - All classes are held with one grenade only in one life. Can be replenish by resupply cabinet or pick up a full ammo pack. Hold 'T'(Spray button) to start the fuse of grenade, full self damage when holding too long. Release 'T' to throw.
Each class have the following types of grenade:
Scout - Concussion grenade: Minimum damage, high knockback and disorient players for 1s
Soldier - Frag grenade: High damage explosion.
Pyro - Incendiary grenade: Explosion creates a naplam flame that burns enemies in the area
Demoman - Cluster grenade: Creates a secondary explosion that do less damage
Heavy - Smoke grenade: Creates a cloud of mist that blocks visibility including sentries
Engineer - Flashbang: Non-lethal. Blinds enemies based on range.
Medic - Bio-bomb: Heals teammates for 40% of max hp, bulids ubercharge. On enemies, does 25% of max hp as damage and reduce healing rate and health pickups by 50% for 5s.
Sniper - Impact grenade: Carries 2 grenades but does less damage. Explodes on impact.
Spy - EMP grenade: Cannot use while invisible. Disables bulidings for 1s.

Multi-Class Weapons
Reserve Shooter - Allow mini-crts when enemies are off the ground(old patch), +25% overall weapon switch, no clip size penalty
Panic Attack - Hold up to 6 shells, reload speed increase as heath decrease, no weapon spread increase when taking damage
Pain Train - No bullet damage vulnerability, +2 capture rate
Half-Zatoichi- Remove honorbound penalty and longer weapon switch. On kill, restore 100% of hp(old patch), can be overhealed.
Quick Reload - All Shotguns when out of ammo, reloading first shell is +50% faster
B.A.S.E. Jumper - Using parachute reduce damage taken by -35%, fire rate increase by +20%
All extinguishing throwables - +35% recharge rate per teammate extingished
Scout
Abilities:
Double Jump: Higher jump height and change to Triple Jump ability.
Parkour: Scout near a wall can jump off the walls and resets the Double Jump ability, making infinite jumps. Climbing on ledge disable weapons for 0.5 seconds.

Weapons:
Super Scattergun - All Scattergun-based weapons reload 2 shells in 1 reload
Reacher - All Pistols have longer range damage falloff
Batting Out - All Pistols have Home Run taunt ability

Primaries
Force-A-Nature - 100% more pellets and damage penalty reduced to -5%, alt-fire to unload 2 shells with wider spread of +35%
Shortstop - Reload time is the same as the pistol and gain bonus healing of +20% when active, shove knockback increase by 50%. Mini-crits on headshot.
Soda Popper - Allow to charge by damaging or running, requires 300 points to fully charged. On use, gain 10 jumps and mini-crit.
Baby Face Blaster - Requires 75 points of damage to fully charged and move up to 200% of the speed. Speed loss on jumps will lose 10%. Speed loss on taking damage is based on 15% of the damage taken.
Backscatter - Removed bullet spread and clip size penalty. Mini-crit from behind now applies to all range. Crits from behind and at close range.

Secondaries
Bonk! Atomic Punch - Allow to attack while under effect and increase duration by 50%
Crit-a-Cola - Remove damage taken, increase movement speed by 50%. Effect lingers for 3 seconds of +10% speed after the duration ends.
Mad milk - 100% of damage is converted into heath on hitting coated enemies, can be overhealed.
Winger - Clip size penalty reduced to -20%, jump height to +50%, damage increased to +35%. On using Parkour with weapon active, damage taken reduced by -10%
Pretty Boy's Pocket Pistol - On hit, gain up to +10hp. On falling, take 20% less damage. Reduced slower firing speed to -10%
Flying Guillotine - On headshot or long distance hit, does crtical hit, with stunned enemies, instant kill. Recharges for 3 seconds

Melees
Sandman - Carries 2 balls and reduced max hp penalty to -10hp. Stun effect works on all ranges and enemies hit by the ball increases Scout's max hp by +5hp.
Candy Cane - Explosive vulnerability reduced to +10%. Health packs drop on kill or assist. Random health packs drops: 56.5% chance to drop small, 31% medium, 12.5% large
Boston Basher - Hurt to self reduced by 50%. Bleed lasts 50% longer.
Sun-on-a-Stick - Set fire to enemies. No damage penalty.
Fan O'War - Damage penalty reduced to -33%. Can mark as many targets.
Atomizer - Adds 2 more jumps, remove self damage.
Wrap Assassin - Carries 2 balls, recharge +50% faster. Bleeds all enemies in an area. Bleeding enemies take mini-crit from direct hits of balls.

Item Sets
Special Delivery(Shortstop, Mad Milk, Holy Mackerel, Milkman) - Increase max heath by +50hp and respawn with overheal of +100% hp.
#1 Fan(Soda Popper, Winger, Atomizer, Bonk Boy) - Chance to dodge by 20%
Soldier
Abilities:
Multi-lock on - Click and hold mouse wheel to lock on to targets or buildings for 2 times the firing speed.
Magnetic rockets - Rocket projectiles automatically become semi-controllable when near enemies buildings and attracted to it.
Iron feet - Take -35% less damage from rocket jumps(multiples additively with other weapons equip)

Weapons:
Fully loaded - All Rocket Launcher have +2 more ammo in a clip
Sandbag Shovel- Hold right click for 5 seconds to create a semi-circle sandbag wall, absorbing 300 damage before destroyed

Primaries
Direct Hit - +120% rocket speed, +35% damage, -50% splash radius, when using Lock on, rockets are fully controllable and fire directly at enemies. Airborne targets take critical hits.
Black Box - No clip size penalty, health restored is based on 50% of damage dealt
Rocket Jumper - add -50% damage penalty to enemies instead of no damage, +100% rocket jump height, full air control
Liberty Launcher - +50% clip size, +60% rocket speed, -10% damage penalty, -50% from rocket jumps
Cow Mangler 5000 - Changed shot is 75% faster and burns and disable buildings for 8s, direct hit with charged shot do crtical hit and engineers unable to repair or upgrade disabled buildings. Does 70% damage to buildings
Beggar's Bazooka - Can load up to 5 rockets, +120% fire rate, +1 degree deviation, instead of overloading, soldier unloads all rockets, can collect ammo and dispensers, +35% reload speed, +10% explosive radius
Air Strike - -25% from rocket jumps, firing speed is 4 times faster when blast jumping, clip size increased on kill, up to 8 kills. No damage and explosive penalty on ground and air. Reloads +75% faster on air. Automatically locks on to enemies on blast jumping.

Secondaries
All Banners - Last +50% longer and +100% larger radius. Requires 300 damage to fully charged.
Buff Banner - Soldier gain +10% damage and reload speed. On use, grant the ability to piece through Sentry gun's resistance.
Battalion's Backup - Soldier gets +50 hp. On use, all nearby allies gain resistance based on their hp(Starts with a flat stats as normal and increases when taking damage)
Concheror - Soldier will always regenerate +4hp/s regardless of situations. On use, 100% of damage dealt is healed to the player and grant 50% knockback resistance.
Gunboats - -90% less damage from rocket jumps, -50% from fall damage, +100% rocket jump height
Mantreads - Full knockback resistance, deals damage to enemies no matter how high or low the fall height is(start off at 1 damage), 5x the fall damage the player you land
Righteous Bison - Allow to hit one target for multiple times(Old patch), 80% damage to buildings

Melees
Equalizer and Escape Plan - Both weapons combine into one regardless of which one you equip, allowing you to increase damage and speed based on heath(Old Patch), -33% from medic sources, remove mark on death
Disciplinary Action - +100% longer reach, buff last 6s for soldier and teammate.
Market Gardener - +50% longer reach. On kill, weapons switch +50% faster and mini-crits for 3 seconds

Item Sets
Tank Buster(Black Box, Battalion's Backup, Grenadier's Softcap) - +25% resistance and +15% damage vs buildings
General's Formals(Mantreads, Disciplinary Action, Armored Authority, Fancy Dress Uniform) - Nearby teammates gain +15% resistance, damage, and movement speed
Airbonre Armaments(Liberty Launcher, Reserve Shooter, Market Gardener, Jumper's Jeepcap) - Rocket Launcher is fully controllable
Pyro
Abilities:
Super Fireproof suit - +90% fire resistance and +25hp
Bloodthrist - Killing an enemy increase movement speed and resistance by 5% for a few seconds
Trailblaze - Using the Flamethrower in the same area with enough usage will create a small naplam pool for a few seconds

Weapons:
Blaze Raze - All flamethrowers: Increase range by +35% and afterburn duration by +50%, range of airblast by +50% and extinguishing teammates restore 50% of hp, can be overhealed. Can perform consecutive airblasts(Old Patch), airblast speed by +25%
Brutal force - All Pyro's melees bleed

Primaries
Backburner - No airblast cost penalty, airblast also knocks back the user
Degreaser - +75% overall weapon switch, refunds airblast cost on extinguish, no afterburn penalty
Phlogistinator - Requires 200 damage to fully charged, Overheals Pyro on use, Crit buff last for 15s, uber after taunting lingers for 0.5s and damage resistance of +35% for the next 5s

Secondaries
All Flare guns - Reload speed +20%
Flare gun - Critical hit on target burst out to nearby enemies for -50% damage
Detonator - Automatically detonate for 0.5s after passing near an enemy, no self-damage penalty, +150% self-push force
Manmelter - Applies the same rules as Pyro's "All Flamethrowers" ability. 2 crits on extinguish, +100% projectile speed
Scorch Shot - No damage or self-force penalty. Bounce once before exploding on surface, chain bounce from enemy to enemy

Melees
Axtinguisher - No damage and attack speed penalty. -25% switch-to speed. Can extinguish teammates for a stored critical hit even without burning enemies.
Homewrecker - +50% sentry resistance and knockback when weapon is active
Powerjack - restore +100hp on kill, +25% speed on wearer
Back Scratcher - +50% damage, no penalty from health packs or healers
Sharpened Volcano Fragment - Mini-crit on burning targets
Third Degree - Mini-crit to connected beam targets
Neon Annihilator - No damage penalty vs players, double damage to buildings, sets enemies on fire

Item Sets
Gas Jockey's Gear(Degreaser, Powerjack, Attendant) - +15% damage, speed, resistance
Dr. Grordbort's Moonman Pack(Phlogistinator, Manmelter, Third Degree, Bubble Pipe, Moonman Backpack) - +100% jump height, full hp restore on extinguishing teammates
Demoman
Abilities:
Blast Specialist - -50% self damage
Dead Bombs - On death, drops 6 grenades each exploding 0.1s delay in between(Fuse time still the same based on weapons used)

Weapons:
Lock-and-Load - All Grenade Launchers have full reload instead of one grenade at a time. +2 cilp size and +14 ammo reserve(Old version)
Prepared Traps - All Stickybomb Launchers: +24 ammo reserve(Old version), +50% cilp size, +25% firing and reload speed, +2 bombs before detonation

Primaries
Loch-n-Load - No clip size or explosive radius penalty, +30% damage(old patch), +40% projectile speed, explodes on surfaces
Ali Baba's Wee Booties - +50 hp, +20% movement speed(Old patch), +500% turning speed, melee kills refills +50% of charge
Loose Cannon - Knockback force is based on damage
Iron Bomber - -50% fuse time, no explosive radius penalty

Secondaries
All Shields - mini-crits on 15% and crits on 50% charge, +75% resistance when charging, fixed bash damage(old patch), charging also applies to grenade launchers, charge kills also refills charge meter(old patch)
Chargin' Targe - Afterburn immunity(Old patch), +60% fire and explosive resistance
Splendid Screen - +35% fire and explosive resistance, +100% charge impact damage
Tide Turner - Recharges fully on kill(old patch), no charge reduction when charging and taking damage(old patch), full knockback resistance when charging
Scottish Resistance - +12 bombs out before detonation, +100% cilp size and ammo carried, +50% firing speed, no arm time penalty
Sticky Jumper - -50% damage penalty, +100% self-force push, no penalty for number of bombs out
Quickiebomb Launcher - -0.4s arm time, +90% charge time for up to +50% damage, no damage or cilp size penalty

Melees
All Swords - No switch speed penalty, +50% longer range
Eyelander - -10hp, every head taken increase by 10% speed and +20hp up to 7 heads
Scotsman's Skullcutter - no speed penalty on activation, +35% damage
Claidheamh Mòr - +1s charge duration(old patch), 50 hp on kill, no damage vulnerablilty on activation(old patch)
Persian Persuader - Ammo can recharge, restore health(old patch) and ammo for grenades and stickies, no ammo penalty(old patch), +40% recharge on hit
Ullapool Caber - 150 explosive damage and full damage explosion(old patch), no switch-to and melee speed penalty

Thick skin - +100 max hp

Weapons:
Death machine - All miniguns have +15% spin up and down time and movement speed while spinning up is reduced by -50%. Full damage and accuracy on spin up(Old patch)
Fists CQB - All fists, +25% longer reach, knockback on hit

Primaries
Natascha - 20% resistance on spinup(old patch), -10% damage, 15% longer spinup, slowdown on hit is not reduced from distance(old patch), +100% ammo(old patch)
Brass Beast - +50% damage, 20% resistance on spinup(old patch), 30% longer spinup, -20% movement speed when deployed
Tomislav - +50% spinup time, +35% accuracy, no firing speed penalty, +10% movement speed when deployed
Huo-long Heater - ring of flames is +25% wider, sets enemies on fire on hit, mini-crit burning players, no damage penalty, consume 1 ammo/s when deployed

Secondaries
Sandvich - Restore up to 150% of Heavy's max hp can be overhealed, throws a full health pack to players, +50% recharge time
Dalokohs Bar - Restore up to 50% of Heavy's max hp can be overhealed, throws a medium health pack to players, raises max hp by +35%
Buffalo Steak Sandvich - Can use all weapons when activating, +50% faster weapon switch on use, effect last for 20s, recharge for 15s, throws a full health pack to players, +50% movement speed on use
Family Business - +50% clip size, +100% ammo, +25% firing speed, no damage penalty

Melees
Killing Gloves of Boxing - No melee speed penalty. On kill, 10s of crit and +25% switch speed
Gloves of Running Urgently - +50% movement speed on active, remove mark for death
Warrior's Spirit - +50% damage, no damage vulnerability, 25 hp on hit(old patch), 100 hp on kill
Fists of Steel - 75% damage resistance when active, 20% slower weapon switch(old patch)
Eviction Notice - +80% firing speed, +25% movement speed on active, 5s of speed boost on hit, -20% damage, no damage vulnerability
Holiday Punch - -75% taunt duration

Hibernating Bear(Brass Beast, Buffalo Steak Sandvich, Warrior's Spirit, Big Chief) - 50% critical resistance, movement speed increase as health decrease up to +50%
Black Market Business(Tomislav, Family Business, Eviction Notice, Capo's Capper) - +35% accuracy for primary and secondary, crits on headshot
Engineer
Abilities:
Running man - No movement speed penalty and 20% resistance when hauling
Indestructible buildings and High-tech features - All buildings have 2.5x their normal hp and upgrading buildings between levels is +50% faster.
Sentry gun can be upgraded to level 4 to have 3x the firing speed of level 1 sentry and shoots single small rocket for 1/3 of damage of level 3 sentry with 3.5x the reload speed. No disabling after sapper is removed.
Dispenser have 3x the range, ammo/metal regeneration interval is smaller, adds +10/15/20% of max hp/s.
Teleporters recharge time is 4/2/1s and will still be avaliable when sapped with a +200% longer recharge.

Weapons:
Titanium Wrenches - +50% construction speed, lingers for 1.2s and multiples additively(old patch). One hit sapper. +10% firing speed

Primaries
Frontier Justice - Can store unlimited crits. No clip size penalty. Grant +5% resistance per crit stored up to 25 crits.
Widowmaker - 20 metal per use. Returns 150% of damage as metal. Mini-crit when attacking the same target as sentry and lingers for a few seconds after the target is out of sentry's sight.
Pomson 6000 - Medigun and Clock reduce by 25% on hit at any distance(old patch). 50% to buildings.
Rescue Ranger - Uses 50 metal to pick up buildings at range. Repairs for 100hp. No clip or ammo penalty and +20% firing speed. No marked for death mini-crit.

Secondaries
Wrangler - 3x firing speed, 80% resistance on sentry gun and retains its repair rate(old patch)
Short Circuit - Primary fire destroys projectiles(old patch). Additional 5 metal is loss when any projectile in range no matter how many are there.

Melees
Gunslinger - Hitting teammates will store hit combos(old patch). Mini-sentry contrusts +500% faster(old patch), starts of at 100% hp on contrusting(old patch), and has 150hp
Southern Hospitality - Clocked spies are fully revealed whether they are invisible or not on bleeding.
Jag - Hit speed boost on building is +50%, +50% firing speed. No repair rate or damage penalty(old patch). 2 hits to remove sapper.
Eureka Effect - Teleporting to spawn room restores hp and metal instantly(old patch). Teleporting time is reduced by -50% per teleporter upgrade[multiples additively].

Item Sets
Dr. Grordbort's Brainiac Pack(Pomson 6000, Eureka Effect, Brainiac Goggles, Brainiac Hairpiece) - +25% jump height and force push from Sentry's rockets. No fall damage. Adds an Anti-defense system on Sentry gun to destroy projectiles near it for 3 second cooldown, uses bullet ammo.
Medic
Abilities:
Immunity body - All debuffs duration on Medic is reduced by 50%, hp regen is 10hp/s at all times

Weapons:
Bio-needles - All Syringe Guns. Hitting teammates with this weapon will gain +3 hp, can be overhealed. Hitting the same enemy in 10 hits in 1.5 seconds will caused them to vomit, doing 10% of max hp as damage.
Healing station - All Mediguns. +100% charge rate, +50% ubercharge duration, +25% longer overheal decay rate, faster heal rate and larger overheal health pool. Ubercharge will not drain on switching targets. Slower moving classes will match Medic's speed when getting healed. Players can be resurrected with 1s invlunerable after being revived. Overhealed players will persist any buffs given. Dropped mediguns will not decay over time. All mediguns' taunt have 'Oktoberfest', taunting removes debuffs and heals for 50% of health. +50% range.
Contaminated tools - All Bonesaws. Hitting another target after the first will cause them to bleed with +100% damage per tick. Resets after 10s.

Primaries
Blutsauger - +7hp per hit. +50% healing/damage from Bio-needles.
Crusader's Crossbow - 3 bolts in clip, 1s reload.
Overdose - +25% movement speed based on ubercharge meter. No damage penalty.

Secondaries
Kritzkrieg - The patient have +10% damage on healing.
Quick-fix - Can heal 2 targets. +66% heal rate, +40% ubercharge rate(old patch). 5x heal rate on ubercharge.
Vaccinator - Can hold 5 ubercharges with 4s each. Patient have all resistances of +25% instead of selected ones(old patch). Changing targets will using ubercharge will also be applied(old patch). No penalty on overhealed targets(old patch). Blocked damage will return as heal to medic or patient(old patch).

Melees
Ubersaw - Gains ubercharge based on how much damage you deal.(65 damage = 25% uber) +10% slow swing speed
Vita-saw - Retains the ubercharge meter on death. No health penalty.
Amputator - Gives +3hp/s whether it is active or not.(old patch) No damage penalty.(old patch) Taunting gives allies 150hp/s, can be overhealed.
Solemn Vow - Can see enemies through walls when they have less than 50% max hp.

Item Sets
Medieval Medic(Crusader's Crossbow, Amputator, Berliner's Bucket Helm) - +2hp/s(old patch). Can headshot. -25% less damage when melee is equipped.
Clinical Trial(Overdose, Quick-Fix, Solemn Vow) - Multi-target healing. +100% range.
Sniper
Abilities:
Track - Looking at the same target near your crosshair for a few seconds allows you see through walls of a target as long as they are within your maximum FOV.
Six Sense - Hearing enemy's footsteps louder.

Weapons:
Breath In and Multiply - All primaries charges +20% faster and -10% flinch. Damage based on the body you hit, damage increase starts from lower torso then to the head, varying the damage multiplier between 1x to 3x.
CoD - All SMGs. +100% clip size and ammo. Mini-crits on headshot.
Qucik draw - All Melees. Switch-in is +50% faster

Primaries
Huntsman - +35% faster reload. Do not lose accuracy when drawing too long. Shot arrows that stick onto surfaces allows all players to jump on them.
Sydney Sleeper - +50% charge rate. Minicrit on headshot. Penetrates targets(old patch). On hit: Jarate target for 8s at any charge. No scoping can still apply jarate to target for 4s. Charging longer will increase the jarate radius.
Bazaar Bargain - -10% charge rate. Unlimited charge rate. Requires a headshot to increase charge rate by +30%(old patch)
Machina - Can no scope. +20% damage. 50% charge can penetrate players.
Hitman's Heatmaker - Slient killer. Pierce resistance. Gain Focus on hit. When Focus is active, +50% charge rate and reload speed.
Classic - Penetrates targets. On kill, target explodes in an area. No bodyshot penalty.

Secondaries
Jarate - +100% radius. Target takes full critical hit on direct hit from Jarate.
Razorback - 2 uses before breaking. Shocks spies +50% longer. Can recharge for 10s.
Darwin's Danger Shield - +50hp. +25% resistance to all damage.
Cozy Camper - +4hp/s at all times. Full flinch resistance on scoping(old patch).
Cleaner's Carbine - Slient killer. No clip size or firing speed penalty. On kill: Crits for 8s(old patch), unlimited clip size.

Melees
Tribalman's Shiv - Bleeds target for 10s(old patch). -25% damage(old patch).
Bushwacka - On kill: Randomly apply jarate to a target. +10% fire vulnerability(old patch).
Shahanshah - -10% damage on full health. Damage increase as health decrease, up to +50% damage.

Item Sets
The Croc-o-Style Kit(Sydney Sleeper, Darwin's Danger Shield, Bushwacka, Ol' Snaggletooth) - Headshot immunity, all headshot taken does no damage(old patch).
Lawrence of Australia(Bazaar Bargain, Shahanshah, Desert Marauder) - Each kill increases all weapons' damage by +5%.
Dual-Purpose Fruit(Huntsman, Fruit Shoot) - Arrows penetrates targets and locks on.
Spy
Abilities:
Escape artist - Move faster, jump higher and gain knockback resistance as health decrease, up to +20% speed, +50% jump height and +35% knockback resistance.
Slient step - No sound when moving.

Weapons:
Fan of hammer - All revolvers. Press the mouse wheel(M3) to switch to another mode. 2nd mode allows you to fire 3x faster with -10% accuracy. Can reload while invisible(old patch).
Shiv the knives - +50% swing speed. Backstab requires 240 degree from behind the enemy.
Reinforced device - All sappers. +50% sap range. +10% of building's max hp. Removed sappers from sentry is disabled for 2s. While active, going nearer to sentry will rotate slower, dispenser will regenerate slower and teleporters recharge longer.
Shadow step - All watches. Clock lasts +50% longer. 50% resistance. +20% speed when invisible.

Primaries
Ambassador - No cooldown after each shot. No firing speed penalty. Pentrates enemies(old patch).
L'Etranger - +60% clock duration. No damage penalty. +30% clock on hit.
Enforcer - +30% damage at all times(old patch). enemies using resistance take +10% more damage. No firing speed penalty(old patch).
Diamondback - Unlimited stored crits. Destroyed buildings or killed players stored 2 crits or 1 on assist. No damage penalty.

Sappers
Red-Tape Recorder - Time to reverse the building construstion is the same as reconstruction.

Melees
Your Eternal Reward - On backstab, a random 5 classes is chosen in Disguise Kit, can choose one of them to change only once.
