i've seen this soultion dismissed as a myth and alsorts online before, but its legit and works

windows has had a feature since vista that is called "cpu core parking" and it effects amd cpus alot more then it does intel cpu's, but intels can benifit from this fix as well

what it basicly does is take your active cpu core, and put it into a sleep state while it's in use
i've had this issue with my 2 amd fx cpu's, the 6300 and 9590

managing or disableing core parking with amd cpu's can give a signifact performance boost in all games not only this one, there plently of youtube video's out there about it so google is your friend, you can manually disable this feature via the registary, or there is a utilliy you can download to do it for you,

there are 2 different version of the app on there, one will require you to reboot your pc as it disable core parking fully, the other lets you on the fly manage it so you dont have to reboot at all

it does give a performance boost for amd cpu's
and can also help with intel cpu's to if your having issues why not give it a go and see for yourself

you can use it on laptops, but i wouldn't recommended it to much as it can cause overheating issue with a laptop, a desktop it's fine to use with as desktop have dedicated air/liquid cooling setups in them, where-as laptops are all compact together and the heat generated may cause stability issues

as i said, google "disable core parking" watch any videos you see, and read up about it, you might be surprised by the results if you try it out
