Quando baixar, extraia o arquivo e cole na pasta do seu Resident Evil 0 HD Remaster (normalmente em C:\Program Files (x86)\Steam\steamapps\common\Resident Evil 0). Você substitui o arquivo e inicia o jogo normalmente.
Se você fez isso e não deu certo, baixe o HiAlgo Switch (http://www.hialgo.com/Downloads.html). Instale ele e execute como ADMINISTRADOR apenas, inicie o jogo e ele irá abrir perguntando se você quer injetar o Boost no jogo, clique em "Yes Please". Feito isso ele virá em 100%, clique com o scroll do mouse e ele irá para 50% tendo assim uma melhor fluída (ele pode diminuir os gráficos do jogo em 50%). Feito isso o seu Resident Evil 0 HD Remaster irá rodar sem o efeito Slowmotion e com queda frequente de FPS. Divirta-se!

No caso do Resident Evil HD Remaster é um pouco mais fácil, basta baixar esses arquivos e colar na pasta do jogo e substituir os originais :
