Most likely they don't have the source code for that original GameCube version. A lot of companies had this sentiment of "Why should we hold onto the older source code when we have this new version with added bells and whistles?" Unless they're Nintendo who we've come to find hold everything they work on for years after the fact. It could be possible to decompile the finished code back into human source code, but to give you an idea how big of a task that is, take any games exe and open it in something like notepad++, and you'll see what I mean.

Yeah but isn't gamecube the initial release of ToS? Like, they had to port it from gc to ps2 at some point or vice versa. Or instead of porting the ps3 version which is based on the ps2 one, they could've ported the gc version to pc and add the extra content to that. It really doesn't make much sense, they had the technology 20 years ago so wtf.

Cause the steam version is based on the ps3 release of the game. Which is 30fps. The gamecube game was 60fps.
