It's more than just subscribing to the addon, you gotta go to the SDK (When launching SFM) and give Workshop priority over TF. Once done, ALL the cosmetics shown in this addon should appear more fixed.
Plus the updated version of the Colonel's Coat looks a lot better in my opinion.
The fixes ARE in fact only fixes for the paint issues, and for updated variants at that. Unfortunately if you have the original version of a cosmetic prior to the 2015 patch, such as the Colonel's Coat, these fixes may not apply to that. At least not correctly.
However, SFM can be updated by extracting files from TF2 via GCFScape in case that may be what you want.
